Open Enrollment is Currently Closed — But We’re Still Here for You

While the Chicago Low-Income Housing Trust Fund (CLIHTF) is not currently accepting new applications for our Rental Subsidy Program (RSP), that doesn’t mean help is out of reach. We’re committed to connecting our community to vital resources and support systems while we evaluate the next phase of our program offerings.

Whether you’re a current recipient, a housing advocate, or someone searching for stability, we want you to know: you’re not alone, and assistance is available.


 Housing Navigation Support: Where to Turn When You Need Help

While CLIHTF doesn’t place tenants directly or operate emergency housing, we work closely with partners across the city and state who do. These organizations offer everything from rental assistance to legal help, housing counseling, and emergency shelter.

Here’s a breakdown of the programs we recommend:

1. 311 – City of Chicago Services

Chicago’s 311 system is a centralized way to connect with urgent housing support, including:

  • Emergency shelter placement
  • Temporary housing programs
  • Heat and utility crisis assistance
  • Short-term rental help

2. Illinois Housing Development Authority (IHDA)

IHDA is the state’s lead agency for housing assistance. They offer:

  • Rental Payment Program (when available)
  • Mortgage Assistance for homeowners
  • Affordable Housing Listings
  • First-Time Homebuyer Programs

3. All Chicago – Making Homelessness History

A key player in emergency response and long-term housing coordination, All Chicago offers:

  • Emergency Financial Assistance
  • Case Management Referrals

4. Chicago Rents (through All Chicago)

This program matches landlords with available units to people in need of affordable housing:

  • Tenant support and matching services
  • Long-term housing placement
  • Case management partnerships

5. Housing Counseling Centers

These HUD-approved agencies help tenants understand their rights and plan for stable housing. Services include:

  • Budgeting for rent
  • Credit repair
  • Rental readiness and tenant education
