Annissa Lambirth-Garrett began working for the City of Chicago, Department of Planning & Development in March 2013 and began serving as the Executive Director of the Chicago Low-Income Housing Trust Fund in October 2016. As Executive Director, Annissa is responsible for leading the Trust Fund and overseeing its daily operations and $35 million dollar budget. She comes to the Trust Fund with over 22 years of Affordable Housing, Economic, and Community Development experience. Her experiences include Urban Planning, Housing Development, Economic Development, Community Development, Workforce Development, and Affordable Housing Property Management.

Amy Tran joined CLIHTF as a Program Development Coordinator in 2017, after providing contractual services as a liaison for nearly two years. She manages a portfolio of properties participating in the Trust Fund’s Rental Subsidy Program and serves as the lead staff on the AFC Housing Initiative, Vets Initiative, and Chronically Homeless Initiative Program (CHIP).

BreAnna Scott joined CLIHTF as a program coordinator in 2018. She received her Bachelor of Science from Illinois State University in 2016. She comes to the team with case management experience.

Jason completed his undergraduate studies at the University of North Dakota and postgraduate at the University of Massachusetts Amherst Isenberg School of Management (MBA) and the University of Notre Dame Law School (JD). He started with CLIHTF as a Notre Dame Law Bank of America Fellow in October 2015 and has served as General Counsel since October 2017.

Jemeika Hicks joined the Chicago Low-Income Housing Trust Fund as a Program Development Coordinator May 2020 after previously working at AFC as their lead Care Coordination Specialist for their HIV Resource Hub. Jemeika’s background is in homeless initiative, housing resources and case management

Josue Torres joined the Chicago Low-Income Housing Trust Fund in November 2021 starting as a Program Specialist. He holds a Bachelor of Science Degree in Social Sciences from Radford University. Prior to working at the Trust Fund he worked in Government Contracting for serval companies as a Document Analyst and later on as Paralegal for the Department of Justice in Washington, D.C.. He is Bilingual speaking both English and Spanish.

Michelle Jacinto began working as the Senior Executive Assistant for the Chicago Low-Income Housing Trust Fund in 2018.

Michelle is responsible for assisting the Executive Director with daily activities. Michelle comes with 20 plus years of administrative experience. At CLIHTF Michelle also manages office inventory, assists with supportive customer service, scheduling staff meetings and assists new employees with onboarding set up.

Michael Robinson joined CLIHTF as the Director of Finance in December 2023. He holds a Master of Accountancy from Phoenix University and an MBA from the University of Illinois at Chicago with a concentration in Human Resources and Operations Management. He has worked in accounting and finance since 2004, when he began his accounting and tax consulting company. His resume covers non-profits, corporations, and independent contractors.

Reese Robinson is a 2021 Morehouse College graduate with a bachelor’s degree in Business Administration with a concentration in Marketing. He handles CLIHTF’s social media, graphic designs, and assists with outreach initiatives.

Rob joined CLIHTF as the Director of Technology and Application Development in January 2024. He holds a Bachelor of Arts in Visual Communications – UX/UI from Ray College of Design and is working on his MBA from SNHU. Over the past 25 years, his corporate work includes Motorola, Brokers’ Risk of Chicago, High Access Development, and several Global Advertising Agencies. His non-profit work includes the Mitchell Ross Children Cancer Foundation, Give Bonnie Strong 77, St. Jude, and Habitat for Humanity.
