Board of Directors

The Chicago Low-Income Housing Trust Fund is a 501(c)(3) nonprofit corporation. The Board of Directors provides oversight and direction for the organization, sets policy, establishes the budget and monitors expenditures.

The Board of Directors is comprised of 15 individuals who live in the City of Chicago, have diverse backgrounds and expertise and represent non-profit organizations, private corporations and City government. They are appointed by the Mayor of the City of Chicago and confirmed by City Council.

The Board meets monthly and there are four committees of the Board: Allocations, Executive, Finance and Outreach.

Lawndale Community Church

Adonya N. Little serves as Worship Pastor at Lawndale Christian Community Church and has lived in North Lawndale since 1992. Before ministry, she built a 25-year career in affordable housing finance, holding leadership roles at Volunteers of America of Illinois and the Illinois Housing Development Authority. She holds a Bachelor’s in Business Economics and a Master’s in Accounting and Financial Management, and actively serves on several educational and housing-related boards.

Cameron Kinch has over a decade of experience developing homeless service programs in Chicago. As a Project Manager for the Department of Family Support Services, he leads Housing First initiatives and system-level solutions to end homelessness, driven by his belief that housing is a human right.

David Stieber

David Stieber

Chicago Public Schools

David Stieber is a National Board Certified CPS high school teacher and holds a Master’s in Urban Education Policy from UIC. His writings on education and race have been widely published, and he has been featured in major media outlets like the Guardian and Chicago Tribune. David has led professional development on racial justice, serves on the CTU Executive Board, and was appointed to Mayor Brandon Johnson’s Education and Youth Subcommittee.

Fatmah Farraj is Vice President of Operations at Mercy Housing Lakefront, where she leads strategic planning, budget development, and compliance, and works to improve property performance. She holds a B.S. in Finance from the University of Illinois at Chicago and manages key initiatives like the organization’s coordinated entry system.

Isabel Kennon

Illinois Justice Project

Isabel Kennon is a Program Specialist at the Illinois Justice Project, focusing on reentry housing and supporting the Illinois Reentry Council and other convenings. She previously worked as an analyst with the South Side Housing Data Initiative, on Latin American policy in D.C., and on Nashville’s COVID-19 response. Isabel also serves on the board of the Abolish Slavery National Network. She holds a master’s degree from the University of Chicago and a bachelor’s from Washington University in St. Louis.

Spanish Coalition for Housing

Joseph Lopez Jr. is Executive Director and CEO of Spanish Coalition for Housing, leading affordable housing efforts for thousands of households annually. With over 20 years in community development and public policy, Lopez has secured over $17 million for SCH programs and operations. He is an alumnus of DePaul University, Harvard Kennedy School, and Georgetown University, and has held significant roles across government and nonprofit sectors.

Our Urban Dreams

Katanya Raby is an urban planner, artist, and activist with extensive experience advancing equitable planning in Chicago. She has led major initiatives like the Racial Equity Impact Assessment for Chicago’s Department of Housing and co-developed the Connected Communities Ordinance. Katanya founded the Al Raby Foundation, serves on several transit and planning boards, and runs her firm, Our Urban Dreams. She holds multiple degrees from UIC and teaches at the College of Urban Planning and Policy.

Kenneth is the CEO of Christian Community Health Center (CCHC), a Federally Qualified Health Center providing integrated healthcare and housing services to vulnerable populations in Chicago. With over 20 years of experience in healthcare and human services, he is a recognized leader in driving strategic growth, operational excellence, and community-focused care. Kenneth also serves on several local and national boards advancing health equity and housing solutions.

Meredith Muir

Meredith Muir manages the Chicago Recovery Plan Program in the Department of Housing, implementing housing and homelessness initiatives. She previously coordinated youth and family programs in DuPage County and holds a Master’s in Public Policy from the University of Chicago’s Harris School. Meredith has focused her career on advancing community well-being and equity.

Connecting Capital & Community (3C)

Lynnette McRae is Director of the Connecting Capital and Community initiative at the Chicago Community Trust, focusing on building Black and Latine wealth through homeownership. She previously held leadership roles at Black Chicago Tomorrow, the Metropolitan Planning Council, HUD, and the White House Council on Strong Cities. Lynnette holds degrees from the University of Michigan and Washington University in St. Louis.

Dr. Milka Ramirez

The Institute for Clinical Social Work

Dr. Milka Ramírez is President and CEO of The Institute for Clinical Social Work, with nearly 30 years of leadership in education and nonprofits focused on equity and mental health. She co-founded En Las Tablas and has held numerous executive leadership roles, earning recognition from Crain’s as a 2024 Notable Latino Leader. Dr. Ramírez holds a Ph.D. in Social Work and is a licensed clinical social worker.

Chicago Coalition to End Homelessness

Sam Paler-Ponce is Associate Director of City Policy at the Chicago Coalition to End Homelessness, with previous roles at Legal Aid Chicago and the National Housing Law Project. He holds an MPA from DePaul University, is completing his law degree, and has a professional certification in Data Analytics. Sam’s work centers on housing advocacy and public policy reform.

Sherri Allen-Reeves is Executive Director of Phoenix Foundation, NFP, leading the creation of emergency shelter and housing initiatives for Chicago’s homeless population. She holds appointments to the Chicago Low-Income Housing Trust Fund Board and the Illinois Community Advisory Council on Homelessness. Sherri has over 30 years of service and advocacy experience and serves on multiple boards focused on homelessness, racial equity, and restorative practices.

Board Committees

Allocations Committee

Purpose: To review applications and requests, making recommendations for funding through Trust Fund programs and special initiatives.

Allocations Chair: Adonya Little

Specific functions:

  • To establish an annual framework for spending funds
  • To review all potential rental subsidy, MAUI and other programmatic funding issues before the Board
  • To provide recommendations to the Board on funding requests within budget guidelines
  • To discuss other long-term issues related to spending for programs
  • To undertake other tasks related to the committee’s purpose or as assigned by the Board
Executive Committee

Purpose:

  • To act on behalf of the Board of Directors in between meetings of the Board (Note: All actions of this committee must be ratified by the full Board at the next meeting of the Board.)
  • To support and advise the Executive Director, as needed
  • To enhance the quality and future viability of the Board of Directors

Composition: Officers of the organization

Specific functions:

  • To discuss and approve allocations for the Rental Subsidy and MAUI related issues or other issues per any emergency need
  • To participate in the selection of the Executive Director
  • To provide support and to be a sounding board to the Executive Director on an as needed basis
  • To annually provide input to the performance and job targets of the Executive Director and to make recommendations to the Board based upon a thorough performance review
  • To undertake such other matters having time urgency that must be dealt with between regular Board meetings
  • To provide on-going Board development and education
  • To annually assess Board effectiveness and leadership
Finance and Audit Committee

Purpose: To review all major financial matters and regularly review all proposed budgets, financial statements, audits and proposals for major transactions.

Chair: Meredith Muir

Specific functions:

  • To review monthly financial reports
  • To review and recommend any actions or modifications to the budget as needed throughout the year through regular review of the financial reports
  • To review and recommend the annual budget
  • To develop with staff and financial consultants all necessary policies to guide the work of the organization
  • To periodically review the performance and relationship with bank, investment manager, auditor and any other agreement for contractual services
  • To review and recommend specific investment strategies for the Corpus and Investment Account brought by the Investment Manager
  • To recruit and select the person / firm to conduct the annual audit
  • To review the audit report and findings of the auditor
  • To undertake other tasks related to the committee’s purpose
Outreach Committee

Purpose: To develop public information about the Trust Fund.

Outreach Chair: Lynette McRae

Specific functions:

  • To review and provide direction for educational and outreach materials for the Trust Fund including the website, newsletter and other public information tools
  • To provide input to staff related to media releases as needed
  • To disseminate information about the Annual Meeting
  • To provide input to staff and Board regarding Springfield-based lobbyist, a reporting procedure for State lawmakers and staff on Trust Fund work and accomplishments (Note: Hours worked will not exceed the level permissible by law.)
  • Undertake other tasks related to the committee’s purpose
